  • Establishment of Authorities: The Act mandates the formation of a Metropolitan Planning Committee for overall planning and a Metropolitan Region Development Authority (MRDA) as a body corporate to implement development plans . The Chief Minister of Madhya Pradesh serves as the Chairman of the MRDA.

  • Planning and Development: The MRDA is responsible for preparing a draft Metropolitan Development and Investment Plan with a minimum timeframe of fifteen years, covering various sectors like transport, housing, industry, and environmental conservation . This plan outlines land use policies and infrastructure networks .

  • Plan Approval Process: The draft plan is submitted to the MPC for approval, public objections and suggestions are invited and heard by a committee, and the final plan is sent to the State Government for sanction and notification in the official Gazette.

  • Development Powers: The MRDA has the power to undertake development in areas outside the jurisdiction of existing Town and Country Development Authorities and for projects spanning multiple authority jurisdictions. Development permission from the Metropolitan Commissioner is mandatory for most projects.

  • Financial Provisions: A Metropolitan Development Fund is created with an initial seed capital of ₹200 crore to administer the Act and finance projects. The MRDA can levy development charges and user charges for utilities and services .

  • Land Acquisition: The Act allows for land acquisition for public purposes through the Right to Fair Compensation Act, negotiated settlement, or Transferable Development Rights (TDR).. The MRDA also manages a Metropolitan Land Bank .

  • Integrated Transport: The Act provides for the constitution of a Unified Metropolitan Transport Authority (UMTA) to ensure effective implementation and coordination of traffic and transportation measures .

  • Overriding Effect: The provisions of this Act prevail over other related state laws in case of inconsistencies.
